Add a row to eth.receipt_cids to index the PostStateOrStatus.

We may want to blow this out into two separate rows: PostState(Root) and Status.

We may want to extend the Status (failed vs successful) field directly into the corresponding transaction record in the eth.transaction_cids table.

We will need a script to go back and extract this information from already indexed receipts.
