The Multiple Encodings section should be more explicit about the exact format so people don't do a weird thing like adding a trailing :. Full construction rules would be nice, but start with just saying these are the forms:

hl:<resource-hash>
hl:<resource-hash>:<optional-metadata>

Related to #2, could also reword the URL param section to say either of the above can be used as a query param.
