Re: #121 and whatwg/html#1176

Old and tired:

...throw an InvalidStateError.

The new hotness:

...throw an "InvalidStateError" DOMException.

... to clarify that DOMException is the type, "InvalidStateError" is the name, unlike e.g. TypeError.
