While the original plan was to cover aria-roledescription as part of the labeling and describing section, that didn't happen. Re-opening.

While the name of this property suggest that it might fit in a section about accessible descriptions, in practice it is nothing like an accessible name or description. It is not part of the accname algorithm. It deserves special treatment.

Be sure to address concerns discussed in w3c/aria#1131.
