Given a left sidebar that seems to match the description of a header (as banners ie), would it be semantically correct to wrap the left sidebar with a header, even though it is not at the top of the page?

FWIW, I'd say it depends. Yes, the banner role is especially important for situations where it's not possible to use a header element. Whether the react-icons page is a good example is a different question.
