PubCG is looking to standardize mainstream speech equivalent "reader" functionality #2123

Hard to know what the scope is since I haven't been in the convos, but it's clearly not a "screen reader" (for the blind) use case... Where the boundary overlaps between this and other native accessibility features (like speak screen) is less clear.

There's also some overlap with ARIA work regarding text equivalents, but not specific to label or description.
