The "Action tracker" link in https://github.com/w3c/clreq#links-%E9%93%BE%E6%8E%A5 is 404. Should we remove it, @r12a?

Do you remember whether we ever enabled a tracker instance for clreq?

Looking at https://www.w3.org/2011/04/dbwg/group-services?gid=76983 it indeed seems that we don't have one set up (or that it was removed by the systeam, perhaps). So let's remove the link.
