[css-layout-api] Broken link to worklets' explainer

There's a link to worklets' explainer in CSS Layout API explainer, but there's no such file in the repo:

The main worklets spec moved to WhatWG and does not seem to have an explainer, so that text and the link should be removed.

We do have an animation worklets explainer

Or it could just link to https://html.spec.whatwg.org/multipage/worklets.html#worklets-intro -- that seems quite explainy to me.
