[css2] Navbar link in CSS 2.2 does not work #1600

Load https://drafts.csswg.org/css22/about.html. The navbar has a "previous" link which points to https://drafts.csswg.org/css22/Overview.html, and a "contents" link to https://drafts.csswg.org/css22/Overview.html#minitoc. Both produce a 404 Not Found. And analogous with https://drafts.csswg.org/css2/about.html.
