The specification says for https://drafts.csswg.org/css-device-adapt/#width-and-height-properties
<meta name="viewport" content="width=unknwon_keyword">
that it should treat the value as 1px.
But it seems that both Blink and WebKit seems to treat it as device size (aka auto).
