Is there a way to easily find out all modules that define a scoping root?
I know https://drafts.csswg.org/css-cascade-6/#scope-atrule does so for @scope.

  • are there other instances?
  • is there an easy way to periodically check if there are new instances?

Yes, some of the DOM selector methods do.

There is not currently any way to check for a full set, however.
