The spec currently says about the version-time DID parameter that its value MUST be an ASCII string. We should be more specific and e.g. say that the value MUST be an ISO 8601 date and time.

The DID Spec Registries already have an example for this: https://w3c.github.io/did-spec-registries/#version-time-param

This was brought up by @iherman in #378.
