As discussed in https://www.w3.org/2019/03/27-dxwgdcat-minutes.html
we are unable to complete or document this with the resources available, so remove from the document.
Elements from PROV appear normatively in several places in the Vocabulary Specification: https://w3c.github.io/dxwg/dcat/#Property:resource_qualifiedRelation https://w3c.github.io/dxwg/dcat/#Property:resource_qualifiedAttribution https://w3c.github.io/dxwg/dcat/#Property:dataset_wasgeneratedby https://w3c.github.io/dxwg/dcat/#Class:Relationship https://w3c.github.io/dxwg/dcat/#Property:relationship_hadRole
and extensively in the Quality Information and Qualified relations sections.

Sharp-eyed RDFS types will already understand that use of any of these entails that dcat:Resource rdfs:subClassOf prov:Entity. But that is not actually stated explicitly anywhere. Perhaps it should be?
