The different property declarations have an "Applies to" line outlining the elements and items on which the property has an effect.
Those are "all elements", "inline boxes" and "SVG shapes". For the latter two there are no descriptions or links to descriptions for what those are exactly.
Regarding inline boxes, I can't find a hint in the descriptions whether they include SVG text content elements. If there's no definition, they should either be explicitly added to the "Applies to" line like it's the case in the SVG 2 definition, or the CSS Display 3 spec. needs to mention them, maybe in the description for "inline box" or "inline-level".

"SVG shapes" should probably link to https://svgwg.org/svg2-draft/shapes.html#TermShapeElement and "inline boxes" to https://drafts.csswg.org/css-display-3/#inline-box.
