[motion-1] Move to CR

Given that there are only 10 open issues on GitHub and only 2 in the spec. and the high interoperability (thanks to being part of Interop 2023), it might be time to promote Motion 1 to Candidate Recommendation.

Once it is in CR, it might be added to the official definition of CSS.

Looking at the steps for Transition to CR Snapshot there has not been wide review.

The spec has not been published on /TR since 2018 so the first step would be to check for any easy pending edits, update the changes section, then publish an updated working draft, and call for wide review of that.
