[meta] Some published (draft) specs are out of date

For example, in Compositing 2, background-blend-mode is defined with <mix-blend-mode># but it has been fixed with <'mix-blend-mode'># almost 2 years ago.

In SVG, shape-subtract is defined with none | [ <basic-shape>| <uri> ]+ but it has been fixed with none | [ <basic-shape> | <uri> ]+ 6 monts ago. This is off-topic because there is a dedicated repository for SVG, but I also report here because FXTF and SVG may share the same publishing script/server (and there does not seem to be many active people on the SVG repo).
