Loading FHIR instance data into Protege. Do we need an owl:Ontology declaration in the FHIR instance data? #22

Tony is concerned about being able to open FHIR RDF instance data in Protege. Others are pushing back on including an owl:Ontology declaration in the instance data. Some discussion: https://www.w3.org/2016/03/22-hcls-minutes.html#item01
