The HTML-AAM currently defers to the ARIA mappings for columnheader and rowheader for column and and row headers. Do you mean there should be some additional reference to the HTML spec? The fragID in the link you provided no longer seems to exist. What part of the HTML spec were you pointing to?

HTML-AAM defers to to ARIA mappings for these, which is sufficient.
