fieldset default role should be group #95

fieldset elements are used to provide a common label (e.g. legend element) to a set of form controls. It seems like its default group should be "group".

@jongund this spec only reflects the normative statements in The HTML AAM which for fieldset says no corresponding ARIA role https://w3c.github.io/html-aam/#el-fieldset
