In fact, the need to preserve a strong LTR base direction has more to do with the type of information in the string than with the character content. Things like ranges and mathematical expressions are expected to be read from right to left in Arabic (although the numbers themselves still run LTR). Also, different separators produce different ordering.
I think an example (figure) for range or mathematical expression would be useful because it may be the opposite of what many people think, and the example will help people understand the situation.
