The link to "Characters" in the "Further Reading" section returns a 404 status. The link is here:

http://w3c.github.io/International/techniques/server-setup?collapse&open=charset returns a status 401.

Yes, thanks - this is because this is a work in progress on the github site. The links will typically work when served from the w3c site. At some point i'll try to find a better solution to the problem.
