Bad advice in note regarding forced display on region.

In section 6.7.3, the first note says:

"Authors can avoid this situation, for instance, by ensuring that content elements and the regions that they are flowed into always have the same value of itts:forcedDisplay."

It would be much better to recommend the author set tts:showBackground to 'whenActive'.

That (recommending use of showBackground) would not work because the text for showBackground refers to content being flowed in, and forcedDisplay has no effect on whether or not content is being flowed in.

In fact we discussed this in Issue-331 and resolved it back in August 2014, so marking as duplicate. Unless there's new technical information I propose to close this with no action to be taken.
