The document is really concerned about Japanese typesetting, and there are some differences between Japanese and Chinese use of ruby and its associated markup & styling.

Therefore, i suggest that we make the title "Rules for Simple Placement of Japanese Ruby".

Agreed. Some principles in this document do not apply to Chinese, and some requirements for placement of pinyin/Bopomofo are not mentioned in the document.
