The Exploring unsupervised image segmentation results talk by @stared calls for framework-agnostic standards for sharing and processing numeric data:

So I think it would be nice to have and use a general standardized format for input and output of matrices.

It's crucial, not only for deep learning, but also for quantum computing, it's basically the same story, just you need to have complex numbers to describe all of the data.

This issue is to solicit feedback on this proposal and to discuss possible alternatives for standardization.

Looping in Web Neural Network API editors @huningxin and @wchao1115 for thoughts on generalization of some of the primitives used in that spec.
