Especially in section 3, there are numerous terms and occasional abbreviations introduced without definition or explanation.
Adding a glossary, or including brief explanations of terms that may not be familiar to members of the intended audience would contribute greatly to the readability of this document.
There are statements in section 3 that read like notes for internal use by its authors rather than as clear communications suitable for a wide audience. I can decode much of the language and abbreviations, but anyone not deeply embedded in accessibility work would probably find this much more difficult.

+1 on this! One specific example I had to look up was ICT. It's used multiple times throughout the document, though it's first defined in Section 3, well after the first time it's been used.
