Review mute/unmute/ended and constraints on tracks from getDisplayMedia()

As per w3c/mediacapture-main#984, we should review mute/unmute/ended and constraints on tracks from getDisplayMedia.

This spec seems in good shape, with § 5.2 Closed and Minimized Display Surfaces specifying mute/unmute and ended, and § 5.4 Constrainable Properties for Captured Display Surfaces covering constraints.

Relevant open issues found:

To recap, for a UA toggle on screen-capture, we agreed the (perhaps poorly named) § 5.2 Closed and Minimized Display Surfaces should suffice.
