I believe we’re hoping for Feature Policy and Permissions to refer to a shared list of Permission Names / feature-identifiers values. I believe all permissions should also be controllable with a feature policy.

Am submitting this because I do not see an issue here for it and Permission Names / feature-identifier values are separate, intersecting, but not congruent (and it seems unclear if they are supposed to be congurent).
