I think we should add a value to distraction of:

distressing: Content that may distress some users such as content with a violent, graphic or non-consensual sexual aspect.

exsisting solutions include: https://support.opendns.com/hc/en-us/articles/227988047-Web-Content-Filtering-and-Security
this uses a black list

https://gentechsolution.com/ filter based on propitary technology. from what I can see they are happy to overshoot and compensate with white lists
