The default value for the relation attribute is target which indicates that the Asset is the primary object to which the Permission, Duty or Prohibition actions apply. Section 3.2.1 Relation
That's not how odrl:relation and odrl:target are used in the ontology nor defined in the Vocab: "Note: Sub-properties of relation are used to define the nature of that link."
Hmmm...I think you maybe viewing the ODRL Information Model as a direct OWL Ontology model?
It is independent from any serialisations (and, or course, based on UML).
The intention is that the IM is mapped to various serialisations (thats what ODRL22.ttl does for OWL/RDF and ODRL22.xsd for XML Schema etc)
