In his email to the WG Bill says:

The metadata items [defined in the Possible approach to implementation] probably apply to all kinds of dataset, so perhaps suggestions like these could be moved to a more general metadata section - or maybe even just refer to something on DWBP or elsewhere?

Taking a wider look at this BP, is it specific to spatial data? Should we cast this BP in terms of gathering information from platforms (e.g. cars, boats, aeroplanes, marathon runners) that are constantly updating their position and publishing this information in near real-time as a data stream?

The working group decided that this BP was not in scope. It has been removed from the BP document; DWBP already covers the general case of data streaming and there is nothing inherently geospatial about it.

See minutes of the telecon where it was decided.
