What is the priority for completing the WCAG to Silver Outline Map and identifying additional candidate guidelines, outcomes, and methods in order to get a picture of the full scope of WCAG 3?

What will be the process for approving candidate guidelines, outcomes, methods for inclusion in WCAG 3?
