The charter of the Publishing WG is getting towards its end (1st of November 2020) and the plan is for the WG to properly finish its work by then: the relevant documents (i.e., the Audiobooks and the Publication Manifests specifications) are in CR and the plan is to request PR mid-September. To maintain the documents once they are Recommendations, to keep the IPR, etc, the goal is to transform the WG into a maintenance WG starting November 2020. This needs rechartering (and also a new name, to reflect the narrowing focus compared to the previous charter).
Note that the WG is not chartered to do any significant technical work, new developments, etc.
Horizontal Reviews (intended to be checked only by horizontal reviewers when they are satisfied with the charter)

The draft is managed in github, best is to raise issues there.
I have set the Horizontal Review Requested for the good order; frankly, I do not believe this charter needs real revision in this respect. As emphasized, the WG will not do any significant development work.
New charter proposal, reviewers please take note.
