[wg/auto] Automotive Working Group closure #439

Regarding the future of Automotive and the Web, we're encouraging the creation of a Community Group to keep the conversation happening, focusing on:
The CG should foster collaboration with Auto standards entities and ensure participation from a broad automotive eco-system. |

Charter Review
No charter. this is a WG closure.
While relevant for the future of the Web, the automotive industry is still figuring out the software stack for their entertainment systems.
VISS2 adoption remains slow in connected vehicles and is being foreseen to be used in several use cases:
The automotive industry is still walking through the privacy issues giving the level of data collected by connected vehicles.
The Auto Working Group has been making slow progress on the privacy aspect, mostly tracked through
w3ctag/design-reviews#768 .
Two key deliverables from the Group that did not get produced is:

At this point, we don't expect the Group to go beyond VISS2, at best. If the TAG review leads to something useful in the upcoming months (ie, by April 1), the Group could be extended to finish the work on VISS2 given that they have some level of implementations. Otherwise, we'll formally close down the Group.
In the meantime, we're not extending the charter of the Working Group.
