That link is required for each TR documents published on or after 1 Oct 2017:
<link rel="canonical" href="https://www.w3.org/TR/@@shortname@@/">
Respec and bikeshed are adding that link to the generated documents.
For the documents published before that date, the canonical link is available via a HTTP header:
