Completing this pull request is the one remaining task to resolve all the APA WG issues

Adding as an agenda placeholder in case there's any discussion we should have in the meeting to help progress this.

All tests are now completed in the w3c/ttml2-tests repo

Status of this? Does it reflect the test suite changes? @cconcolato volunteered to update it with the tests as we expect them to be.
