Discussion: Any requirement to support tts:fontVariant in IMSC, and allow all-small-caps?

For discussion: possible requirement to support #fontVariant in IMSC, and include in the TTML2 definition of tts:fontVariant support for the CSS all-small-caps value to support FCC 79.102(k).

Note that previously we assessed that this need could be met by providing an all-caps font face.
