This issue is to discuss API changes to allow applications to obtain information about device capabilities, such as tuning and decoding resources.

See previous discussion from the 2016 TPAC F2F here and our Oct 18 2016 conference call here.

I have updated the use cases wiki page to try to capture the requirements as discussed so far.
