I think this needs to make an exception for pre elements and elements such as textarea. In those contexts, the expected behaviour of the characters should be respected.

I'm not against mentioning pre and friends, but I'd like to point out
that inside pre, whites pace is treated literally. So "treat as white
space" isn't wrong.
