The introduction mentions procure processes. Are there any W3C guides to accessible procurement, or other examples of best practice that could be pointed too? What about CEN/BTWG 185 or EN 301 549?.

No change. This is a tangent that we should not get into. Procurement is only one of the use-cases for this document, and is clearly marked as an example. I'm concerned we would stray too much here.
