WCAG Guideline links - to Understanding or /TR/? #2

Cognitive Accessibility in W3C Standards currently has a list of Guidelines. I debated where those should link:

  • Understanding pages - All are short and fairly simple. Intent useful for much of the target audience for this page. SCs are much easier [at least for me] to read than on the TR page.
  • /TR/WCAG21 - Maybe good to go to the official standard? Or not needed since they can get there from the WCAG link above (or from the Understanding if they figure that out).
  • QuickRef - Too complex for much of the target audience for this page.

I'm now thinking Understanding pages are best (especially once we get a "wrapper" on them).

Additional perspectives welcome.
