A consistent and comprehensive evaluation report format can help ensure effective evaluations as well as accurate comparisons of accessibility levels over time and between different Web sites.

Rationale: Want users to know that this eval report can be used for reporting on web apps as well as web sites.

I am unsure about “recommended format,” and I also do not like “This document presents.” It also has a lot of big words (three syllables and more). Mild proposal:
