Tools Form & Listing update (?); extensibility

Can the tool's ruleset be extended or modified by the purchaser / user?

Some companies require extensibility as part of their procurement process.

For example, I've seen the out of the box tool check for alternative text on images and then a custom code done to see if it matched the content strategy for that specific image type.

We would need to be very specific in our words for the form question so that we describe the kind of extensibility our tools list users are looking for.

Tool is extendable in the following ways:
[ ] customize rules set
[ ] theme-able
[ ] other?
