Improve navigation to "report" pages #151

The new "report" pages, on how to submit an ACT implementation, and create an EARL report, they are not listed in the main navigation. They are only findable from the content of the Implementations page. It would be good if these pages were a little more discoverable. Not sure how to do so yet though.

Thanks for creating an issue. Ideally this would get addressed before we do the announcement. I'd like to provide input, although I have limited availability. @daniel-montalvo @WilcoFiers Feel free to ping me in case I can fit it in.

I'm not sure what to even do about this. Ideally we'd have some secondary navigation that we could show, but I don't think the site has anything like that, does it?
