Rewrite ACT-R1 with Applicable/Expectations format #150

As discussed in ACT call on 12/7, we want to try to restructure chapter 6 in a way that isn't procedural. To do this, we're looking at replacing the selector with a "Applicability" section, and "Test execution steps" with Expectations.

To try out this idea, we're going to take our example rules and restructure them.

ACT-R1: Meta refresh and redirect is not used

Applicability

The rule applies to any meta element with the value of the http-equiv attribute set to "Refresh"

Expectations

Expectation 1

The parsed value of the content attribute of the applicable element before the first comma or semicolon is invalid or 0

Should we include the assumption in the above rule?

Assumption

This test assumes no functionality was provided by the website for the user to adjust the timer.
