Techniques F17 procedure #1 and F77 both check for duplicate ID values

Thanks for the comment - can you clarify what the issue that you are identifying is? Is it just that the test items are worded in opposite ways?

There is overlapping between both failures, which affects their testability and implementation.

In fact, these failures and other techniques related to validation should be merged into one. A markup validation tool will report all of them in one shot.
