If the "other method" used is inaccessible, such as an RSA SecurID token which is impossible for a blind user to use, is the requirement passed?

WCAG has the concept of conforming alternative version, so the alternative would need to conform, including to this criteria.

Therefore one of the methods needs to fully conform.

Also, I'm assuming that the RSA token shows numbers on the screen you have to type in? In which case, it is not "one other authentication method is available that does not rely on a cognitive function test", because that transcribing would be cog-fun-test.
