does not follow G141: Organizing a page using headings. Instead it uses nested list items for headings.

This has several consequences: the table of contents is almost empty, and the pubrules checker does not flag the lack of IDs on headings (because the headings are actually list items), and thus it is not possible to link to a particular section (such as CSS Techniques).

Thank you for your response. The Working Group discussed this and disagreed that the Techniques index page fails to meet the G141 technique. However, the group does agree that it is important to be able to link to the specific sections, and does recognize the usability benefits of using headings, so will make the change requested. We will leave this issue open until the fix is in place.

It's also on the to-do list to create index pages for each technique technology, so that will be a better target than headings in the index. But it's more work to set up, and not directly related to this issue.
