IBM encourages the incorporation of user preferences in the SC wording, as proposed in the issue thread. Proposed wording is:

If a keyboard shortcut consisting entirely of one or more character keys is implemented by the content, then a mechanism is available to turn it off, or remap it to a shortcut that is either user determined or uses at least one non-character key.

I'm fine with Understanding doc clarifying that this SC is not designed to discourage a practice of allowing a user to select their own shortcut, which may include user preference for a single-character shortcut.
