Allow mediation to work for non-collected credentials

FedCM added its own mediation logic in the spec because the current mediation logic assumes that it only works for credentials from collecting Credentials from the credential store. FedCM should not use that method as we do not want to store or cache any federated identity credentials, as the values can change in another device and thus become stale, causing deal-breaking issues for IDPs. Therefore, this specification needs to support mediation support that does not revolve around collected credentials.
