presently the webauthn editors' draft states:

This document is governed by the 1 March 2019 W3C Process Document.

However, there is a shiny newly-updated 15 September 2020 W3C Process Document.

Shall/can we migrate the WebAuthn L2 spec to the newer process doc?

We can and should. Groups should automatically update to Process 2020 when it took effect in September.
